In a Dutch oven or large sauté pan, heat 2 teaspoons oil over medium-high heat. Add beef and sauté until browned. Transfer to a bowl and set aside.
In same pot, heat 1 teaspoon oil over medium heat; add onions, garlic and red pepper; sauté for 3 to 4 minutes. Add remaining ingredients. Bring to a boil then reduce heat to low, cover and simmer 20 to 25 minutes, stirring occasionally.
